EXECUTIVE SUMMARY:

The applicant was discharged for Personality Disorder in the Fall of 2001. The applicant was Discharged after
just 1 year of USCG service. The applicant had 6 years of prior service with the Department of Defense.

The applicant feels the ‘Personality disorder’ is unmerited. The applicant attributes the problems leading to the
discharge were due in part to a failing marriage and unstable spouse in the Spring and Summer of 2001. The
spouse was living separately from the applicant as of the Fall of 2000. There are some negative admin remarks
for non-support of dependents, non-qualifications as Boat Engineer and Crewman, and written statements (and
police reports) on domestic disturbances from watch stander personnel and the local leased housing staff.

The Board notes that the absence of any paperwork or consultation on a Personality Disorder prompts a change
to the applicant’s Narrative Reason for Separation. Therefore, the board recommends that applicant’s SPD code
be changed to JND with the narrative reason as: ‘Separation for Miscellaneous/General Reasons’. Pursuant to

ALCOAST 125/10, the use of SPD code JND allows a reentry code of RE-1, RE-3 or RE-4. Given the

demonstrated hardships with the family, the board recommends an RE-3 reenlistment code with a disqualifying
factor for ‘hardship’ (RE-3H)’.

An RE3 reentry code is not an affirmative recommendation for reenlistment, rather it represents that the
applicant is not recommended for reenlistment due to a disqualifying factor. The RE3 code may be waived
based upon the policies and needs of the gaining Service.
